ENVIRONMENTAL LEAD INSPECTION SERVICES

Lead-Based Paint Inspection

A lead-based paint inspection determines:

  • Whether lead-based paint is present in a house, dwelling unit, residential building, housing development, or child-occupied facility, including common areas and exterior surfaces; and
  • If present, which building components contain lead-based paint.


A lead based paint inspection is a surface-by-surface examination to determine if lead-based paint is present, and where lead-based paint is. Lead-based paint inspections are generally conducted with regard to HUD and OSHA regulations.

Lead Based paint inspections are achieved using a portable x-ray fluorescence analyzer (XRF) and the individual conducting the inspection must be licensed to do so in Ohio; and he/she must have the appropriate training and experience to conduct the inspection.


Lead-Based Paint Risk Assessment

A lead-based paint risk assessment approaches lead based paint issues from the standpoint of its potentially hazardous condition. Representative paint chip samples are taken from areas where the paint has become unstable especially in areas where children spend time. Along with the paint chip samples, dust-wipe samples, and if appropriate, water samples, are also taken.

The individual conducting the inspection must be licensed to do so in Ohio and have the appropriate training and experience to conduct the inspection. More ridged requirements are made of individuals applying for licensing as a Lead Risk Assessor.


Lead-Based Paint Clearance Examination

A lead-based paint clearance examination is conducted after abatement or renovation work has been completed in a house, dwelling unit, residential building, housing development, or child-occupied facility:

  • After a lead based paint abatement has been performed;
  • After renovations covered by the EPA’s Renovation, Repair and Painting Rule (RRP) have been performed;
  • Or, prior to a dwelling unit acceptance into the HUD Housing Choice Voucher Program.


The individual conducting the inspection also must be licensed to do so in Ohio and have the appropriate training and experience to conduct the inspection.
 

Public Health Lead Poisoning Investigation

Childhood Lead Poisoning is a serious matter requiring an investigation that is thorough and more extensive than either a paint inspection or a risk assessment.

The investigator must be a Registered Pubic Health Sanitarian for the State of Ohio and must work under the jurisdiction of a local or state health department. As an investigator, the individual is both scientist and detective with appropriate cultural training as well as functional lead inspection training.
